POSTAL AND TELEGRAPH MINISTRY, central public institution, in charge of the Russian Empire's postal and telegraph communications. The ministry was established on 15 June 1865, when the Postal Service Department and Telegraph Directorate were separated from Ministry of Internal Affairs. On 9 March 1868, the Postal and Telegraph Ministry was abolished, and its bodies passed again under the control of the Ministry of Internal Affairs. On 6 August 1880, the Postal and Telegraph Department of the Ministry of Internal Affairs was once again reorganized into a separate Ministry, was comprised of a Ministerial Council, a Ministerial Office, and two Departments. On 16 March 1881, all the ministry's structures came again under the control of the Ministry of Internal Affairs for the last time. In 1884, still within the Ministry, the postal and telegraph subdivisions served as the basis for the Chief Administration for Postal and Telegraph Services. Eventually, on 5 May 1917, the Postal and Telegraph Ministry resumed its activity. The ministry was located at 7 Pochtamtskaya Street. After October 1917, it was used as the basis for establishing the People's Commissariat for Postal and Telegraph Services.
