MUNICIPAL INSTITUTION BUILDINGS. Buildings intended to house various institutions (education committees, military enlistment, sanitary and medical committees); subject to the City Duma and City Government. The first municipal institution building was erected at 55-57 Sadovaya Street, / 40-42 Voznesensky Avenue (1904-1906, architect A.L. Lishnevsky); its facades were decorated in the style of late Eclecticism (see Historic Style), with elements of the Art Nouveau, Gothic and Renaissance styles. The corner tower effectively fixes the building's connection to the city's large highways. Besides Duma committees, it also housed the city government's printing-house and tin workshop, which made number signs. The second municipal institution building was built at 49 Kronverksky Avenue (1912-1913, architects M.M. Peretyatkovich, M.S. Lyalevich). It was decorated in the Retrospective style and, with its lifeless majesty, anticipates the style of the 1930s-50s. The general composition, with a tower in the middle, dates back to traditional European town council building plans. The first floors of municipal institution buildings were rented to trade establishments. Currently, the building on Sadovaya Street houses the Admiralty District's administrative institutions, and the building on Kronverksky Avenue is part of the University of Precise Mechanics and Optics complex.
