ADMINISTRATIVE BOARD OF THE CITY, the executive body of the city government. Instituted in 1873 during the implementation of the City Reform of 1870. It was elected by the City Duma for a term of 4 years (since 1903, for 6 years). The administrative board of the city was headed by the chairman of the City Duma (mayor). The board comprised from 6 to 8 departments (regulatory one, public services and amenities department, etc.). The work of the board was controlled by the chief of the city administration. Since 1892 the staff of the administrative board of the city was considered to be in the civil service. The board was housed in the building of the City Duma (33/1 Nevsky Prospect). It was abolished in 1918 after the adoption of the system of Soviets.
