KOMAROV Nikolay Pavlovich (born Fedor Evgenyevich Sobinov) (1886-1937), a statesman and Soviet Party worker. Had been living in St. Petersburg since 1902. In 1912 he graduated from the city 4-grade technical school, spent 2 years in evening technical school, worked at different factories (including Putilovsky, New Parviainen, New Lessner). At the time of the revolution of 1905-07 he was a member of the socialist-revolutionary party. Since 1909 he had been a member of Russian Social-Democratic Workers' Party. Since 1914 Komarov had been living in Petrograd illegally. In 1916 he was arrested and given 10 years' hard labour (January of 1917). After the February Revolution he was appointed a deputy of Petrograd Soviet, the 1st vice-chairman of Vyborg regional council. He took part in the events that took place in October of 1917. In 1918 he held various party and military positions, including the post of a member of Petrograd Defence Committee, the post of commissar of the 3rd Kromsky regiment. Since January of 1919 he worked for All-Russian Extraordinary Commission: he held the post of the head of the special department of Cheka (Extraordinary Commission) of the Association of local authorities of the Northern Region; since February of 1919 - the head of the special department of Petrograd provincial emergency committee, as of August of 1920 until April of 1921 - the chairman of Petrograd Cheka. He put into practice the policy of red terror. Since 1921 he performed the functions of the secretary of the executive committee of Petrograd Provincial Soviet. In 1926-29 the chairman of Leningrad Soviet and Leningrad City Executive Committee. He lived at 33а Bolshoy Avenue of Petrogradskaya Side. In 1929 together with the group of Leningrad party and Soviet leaders he came out against S.M. Kirov, accusing the latter of the collaboration with the "left bourgeois press" that took place in 1917. In 1930 he was moved to Moscow. In 1930-31 Komarov worked for All-Union National Economy Soviet; in 1931-37 he was appointed a people's commissar of the municipal economy of Russian Soviet Federative Socialist Republic. A member of the central Committee of All-Union Communist Party (bolshevist) (1921-34), candidate member of the Central Committee of All-Union Communist Party (bolshevist) (1934-37). Komarov was subjected to repression.
