SALTYKOV Vasily Fedorovich (1675-1751), statesman, general en chef (1741), adjutant-general (1734). He served at Preobrazhensky Life Guards Regiment. In 1732-42 Petersburg Chief of Police General. During his administration the capital was divided into 7 police departments (1737), the Commission on St. Petersburg construction was instituted (1737), the building of the 4th Winter Palace (see the Winter Palaces), the Head Admiralty (1738), St. Panteleimon’s Church, St. Sampson’s Cathedral was completed, Sennoy Market Place was opened (1736), Gostiny Dvor (Merchants Yard) was transferred to Nevsky Prospect, commercial warehouses on Vasilievsky Island were built, chimney-sweepers brigades were organized (1737). Following his report, 17 new almshouses were established (1733); he issued an order of well-sinking in all the yards (1736), and each Guards Regiment was commanded to have fire-fighting equipment. Since 1742, Saltykov had been in retirement.
