Arkharov N.P., Governor General in 1795-97

ARKHAROV Nikolay Petrovich (1740-1814), statesman, Infantry General (1796). In 1755 he was enlisted in Preobrazhensky Life Guard Regiment. In 1772-82, he was Moscow Chief Policeman, in 1782-84, he was Moscow Civil Governor, in 1784-96, he was a deputy in Tver and Novgorod, from 1790, he was chief director of water communications (in 1796, he put forward the idea of building a canal connecting the Dnepr and the Zapadnaya Dvina). He was trusted and favoured by Empress Catherine II. In 1795-97, he served as Governor General of St. Petersburg, in late 1796, he was the second St. Petersburg Governor General sharing this position with Grand Duke Alexander Pavlovich (the future Emperor Alexander I). While being in charge of the capital, he stopped some cases of abuse of state economy, the service of city police was put in order, and lighting of streets was arranged. He retired in 1797.
