CIVIL GOVERNOR, the head of the provincial administration in St. Petersburg province. Officially the post of civil governor was founded in 1761 (before then, since 1736 the functions of civil governor were performed by the governor of province and vice-governor). Civil governor exercised direct administration of the province, until 1796 it shared power with Chief of the Police General. Since 1796 civil governor was subordinated to the governor-general and to the minister of Internal Affairs since 1866. According to the provincial reform of 1775, the provincial government was established under the civil governor. The civil governor carried out the direct control over the Public assistance board. After the institution of City Duma and Assembly of Nobility it was civil governor who authorized their convocation. By order of 1837 civil governor represented the supreme authority in St. Petersburg and the province; the head of police was subordinated to him. Since 1864 civil governor performed the supervision of the territorial government bodies. In 1866-71 the City Duma was under the control of the civil governor (he had the authority to countermand any decree of the former). Ex officio the civil governor was also a member of empress Maria Fedorovna's Establishments Guardianship Board. Following the establishment of the city administration and introduction of the office of its chief (1871), the power of the civil governor was extended on the territory of St. Petersburg province only. In April of 1917 the post of civil governor was abolished, and his functions passed to the provincial commissar of the Provisional Government. In the mid-19th century the administration and office of civil governor were located on 23 Bolshaya Morskaya Street. Civil governors: V.F. Nesvitsky (1761-64); S.F. Ushakov (1764-73); S.V.
