PETROGRAD BUREAU OF THE CENTRAL COMMITTEE OF RUSSIAN COMMUNIST PARTY (OF BOLSHEVIKS), established no later than 8 March 1918 in connection with the move of the Central Committee of Russian Communist Party (of Bolsheviks) and the Soviet of People's Commissars from Petrograd to Moscow. The Petrograd Bureau was comprised of members of the Central Committee - G.E. Zinovyev, N.N. Krestinsky, М.М. Lashevich, I.T. Smilga, E.D. Stasova (Secret Bureau), and Candidate Member of the Central Committee A.A. Ioffe. It was quartered in Smolny. The Bureau coordinated the work of the central party establishments that remained in Petrograd and party, soviet, economic and military organisations of the Northern Region (established in April 1918, encompassed Arhangelskaya, Vologodskaya, Novgorodskaya, Olonetskaya, Petrogradskaya, Pskovskaya, later Severodvinskaya and Cherepovetskaya provinces); was engaged in personnel management between Petrograd and Moscow. Provided party organisations with propaganda literature (Priboi Party Publishing House remained in Petrograd), organised the training of party workers for illegal work on front-line territory in case it should be captured by the enemy, as well as controlling party underground organisations in the regions occupied by White Guards and interventionists. It functioned in cooperation with the Northern Regional Committee of Russian Communist Party (of Bolsheviks). The Central Party organs detected elements of regional separatism in its work. In March 1919 Northern Region was abolished and the Petersburg Bureau was dissolved.
