APRAKSIN Fedor Matveevich (1661-1728), Count (1709), General Admiral (1708), statesman and military officer, associate of Tsar Peter the Great. Brother of P.M. Apraksin and Tsarina Marfa, wife of Tsar Fedor Alexeevich. Enjoyed Peter's unchanging favour. On 18 April 1700 was appointed Chief of Admiralty Commands, enormously contributed to the creation of the Russian fleet. On 22 February 1707, was promoted to the rank of Admiral and appointed Admiralty President. From the spring of 1707, served as commander of the Baltic Fleet. In 1708-09 was a Corps Commander in charge of the city defence, deterred the advance of the Swedish detachment of General Libekker to St.Petersburg, for his distinguished performance was granted the title of Count, Full Privy Councillor and by Peter's decree granted the wage of a field marshal-general. In 1710 Apraksin conducted the siege and capture of Vyborg, and was awarded the Order of St. Andrew the First Called (Russia’s top honour), and a diamond encrusted sword. Supervised the erection of fortifications on island of Kotlin. In 1712-23 governed Estland, Karelia and Ingermanland. In 1713-14 assumed command of a galley flotilla, distinguished himself in the Naval battle near Gangut. In 1715-21 guided the operation of the rowing Fleet at the Baltics. From 1718, served as President of the Admiralty Collegium. On conclusion of the Treaty of Nystad (1721) he was awarded the Kaiser-flag. In the Persian campaign of 1722-23 held the command of the Caspian Fleet, in 1723-26 - of the Baltic Fleet. From 1726, Apraksin was a member of the Supreme Privy Council. In St. Petersburg he owned a house on the Admiralteisky Island.
