PETROGRAD PLANNING COUNCIL. Established in 1919, together with an architectural workshop under the supervision of architect I.A. Fomin. Among the council's members were architects A.E. Belogrud and V.A. Shchuko, artists Alexander N. Benois and M.V. Dobuzhinsky, and art historian V.Y. Kurbatov. The Plan for Larger Petrograd, developed by the council, dealt with both city and suburb zones, and included proposals for zoning of city territory, the formation of industrial and living districts, and the anticipation of having to build new architectural ensembles while taking into account Petrograd's historical planning. During the course of preparations for the plan, the city was photographed from the air for the first time; these photographs served as the basis for the creating a detailed map. The Council was abolished in 1931; its functions were given over to the Planning Department of the Leningrad Soviet.
