MINISTRY OF PUBLIC EDUCATION, central public institution, in charge of the Russian Empire's educational and academic institutions (excepting military, naval and theological institutions). The Ministry was established on 8 September (1802)); later it was called the Ministry of Ecclesiastical Affairs and Public Education (1817-24). The structure of the Ministry took its final shape in 1863; it was comprised of the Ministerial Council, the Ministerial Office, the Department of Public Education, and the Academic and Building Committees. Aside from these, the Ministry's authority applied to the St. Petersburg Academy of Sciences, the Imperial Public Library, the Archaeographic Commission, and the University. From 1833, the Ministry's principal offices were located at 1-3 Teatralnaya Square (present-day Zodchego Rossi Street; 1828-33, architect K.I. Rossi); in 1835, some Department of Imperial Lands buildings were allotted to the Ministry. The buildings were situated on the other side of Chernysheva Lane (presently Lomonosova Street) and Teatralnaya Street. The ministry was abolished after October 1917, and used as the basis for the establishment of the People's Commissariat for Education.
