MAIN HEADQUARTERS, supreme military administrative body in pre-revolutionary Russia. Established in 1815 as the Main Headquarters of His Imperial Majesty, administered the activities of the army, except for economic (the latter being under the jurisdiction of the Military Ministry, subordinate to the Main Headquarters). In 1832 dismissed. In 1865 re-established as a structural sub-unit of the Military Ministry, was in charge of army recruitment, cadre issues, disposition and organisation of the army, drafting of war-plans, topographic service, reconnaissance and administration of military prisons. In 1905 the Main Headquarters was incorporated into the reorganised General Staff as a department (in charge of cadre issues, regulation of Turkistan and Cossack companies). In 1918 it was liquidated. Headquartered in the Dvortsovaya (Palace) Square in a specially constructed building (see Headquarters of the Chief Staff).
