LINES OF COMMUNICATION, CHIEF ADMINISTRATION FOR, a central public institution in charge of construction and maintenance of communication routes on water and land. The administration was founded in 1798 as the Department of Waterways, transformed in 1809 into the Chief Administration for Lines of Communication on Water and Land (Chief Administration for Lines of Communication since 1811). The same year, the Engineering Institute for Lines of Communication was established, first located in Yusupov Palace, and from 1823, at 9 Moskovsky Avenue. In 1832, the Ministry of Internal Affairs handed over responsibility for the Civilian Building Department to the Chief Administration for Lines of Communication, and the administration adopted the name Chief Administration for Lines of Communication and Public Buildings. In 1864, all matters concerned with the construction of public buildings and roads returned to the Ministry of Internal Affairs, and the administration received its former name. In 1865, it was reorganized as the Ministry of Transport Communications.
