The Tsarskoye Selo inheritated estate had a population of about 7,900. The Tsarskoye Selo Office was renamed the board with the staff in quantity of 311 employees. The Full Councillor of State A.I. Leontyev was the head of this board and he became the Manager of the Tsarskoye Selo Palace Board and Police until his death in 1811. A.I. Leontyev was burried at the church in the Kazan Cemetery.
