RATKOV-ROZHNOV Vladimir Alexandrovich (1834-1912, St. Petersburg), public official, businessman, representative of the dynasty of St. Petersburg manufacturers and house-owners (see the Ratkov-Rozhnov Family), Valid Secret Counsellor (1898). On Graduating from the Faculty of Law of St. Petersburg University (1857), he served at the Senate and St. Petersburg Circuit Court. In 1876 he was appointed a member of the City Duma; from 1880, he was a deputy of the Provincial Country Council (Zemstvo). Ratkov-Rozhnov was Mayor of St. Petersburg in 1893-98. In 1904, he was elected a senator. He was a member of councils and administrations of the City Orphanage, City Educational Council, and the Russian Society of the Red Cross. Ratkov-Rozhnov headed the City Hospital Commission, the Commission for Orphan Affairs and the Stiped Committees of various educational institutions, and had other posts. Since 1874, he headed Gromov and Company (processing and trade of timber and timber materials) and Gromov's Timber Stock Exchange, the largest in Russia, with saw-mills located at 57 Schliesselburg Road, and 1 Orlovskaya Street; and the store located at 13 Bolshaya Nevka. The company’s wholesale offices were located at 7 Millionnaya Street, and 4 Helsingforsskaya Street; he was also a co-owner of Lenskoe and Miasskoe Gold-Mining Brotherhoods, of High Amur Gold-Mining Company, and of St. Petersburg Private Commercial Bank. He was an owner of about 20 apartment houses in St. Petersburg (8 Palace Embankment, 7 Dumskaya Street, 152 Nevsky Prospect, 79 Gorokhovaya Street, and others). He was buried at Lazarevskoe Cemetery in Alexander Nevsky Lavra.
