Lutkovsky I.V. (1814-1891), Governor

LUTKOVSKY Iosif Vasilievich (1814-1891), statesman, full Secret Counselor(1889). Graduated from the Main Engineers' College in St. Petersburg (1832). In 1832-48 he was on military service. From 1851 Lutkovsky was an official of the Ministry of the Imperial Court. In 1868-71 he served as Vice Governor of St. Petersburg; in 1871-73, he was acting civilian governor of St. Petersburg, and in 1874, he was appointed to the position. During his time in office over 40 primary and middle educational institutions, several hospitals, a school for the blind on Peterburgskaya Side, an Orphanage, and a House of Care for Chronically Ill Children in Gatchina were opened; and the construction of the Clinical Medical Institute was started (today known as the Medical Academy of Postgraduate Education). Lutkovsky retired in1889.
