TOLSTOY Peter Alexandrovich (1770-1844), count, statesman and combat leader, infantry general (1814), adjutant-general (1797). Since 1785 he had been in the military service, took part in the Polish campaigns of 1792 and 1794, Russian-French wars of 1799, 1805, 1806-07. Since 1800, a senator. In 1802-05 St. Petersburg military governor with the duty of St. Petersburg civil governor also; while holding this post he banned the give-away of municipal lands, and introduced the mandatory sale of the land by auction. Owing to the departure of emperor Nicholas I from the capital for the time of the Turkish Campaign of 1828-29, Tolstoy was appointed commander-in-chief in St. Petersburg and Kronstadt. Since early 1829, he was in charge of the Guards forces left in St. Petersburg. Since 1830, a chairman of the Military Educational Institutions Council. Tolstoy took part in the suppression of the Polish uprising of 1830-31. He enjoyed the full confidence of emperor Nicholas I.
