KOZLOV Frol Romanovich (1908-1965), Soviet Party worker and statesman, Hero of Socialist Labour (1961). After graduating from Leningrad Polytechnical institute (1936) he held engineering and technical positions at Izhevsky metallurgical works. In 1940-44 he was a secretary of Izhevsky City Committee of All-Union Communist Party (bolshevist), in 1944-47 he worked for the Central Committee of All-Union Communist Party (bolshevist), in 1947-49 he was taking up a post of the 2nd secretary of Kuybyshev regional party committee of All-Union Communist Party (bolshevist). Kozlov was moved to Leningrad after the beginning of Leningrad Case. Since 1949 he had been the 2nd (in 1950-52 the 1st) secretary of Leningrad City Committee of All-Union Communist Party (bolshevist), in 1952-53 - the 2nd (in 1953-57 - the 1st) secretary of Leningrad regional party committee of Communist Party of the Soviet Union; he took an active part in the "purge" of the city Party organization. According to contemporaries, Kozlov, while being a typical party organizer, paid little attention to the problems of the city and its citizens; at the same time he was remarkable for his arrogance and haughty manners. Since 1957 he had been working in Moscow. A member of the Presidium of the Central Committee of the Communist Party of the Soviet Union (1957-64), chairman of the Council of Ministers of Russian Soviet Federative Socialist Republic (1957-58), the 1st vice-chairman of the Council of Ministers of the USSR (1958-60), secretary of the Central Committee of Communist Party of the Soviet Union (1960-64). Had been retired since 1964.
