DISTRICT COUNCILS, agencies of municipal government, established in May-June of 1917 by order of Central Council, after the division of Petrograd into 18 districts was approved. Citizens under the age of 20 (including military men) were not allowed to the elections of District Councils. The elections were held according to the principle of equality by direct vote and secret ballot. District Councils were headed by a chairman with two deputies. The number of ostensible members of the council varied depending on the number of district inhabitants from 40 to 80 persons. District Councils were in charge of municipal economy matters, public services and amenities, distribution of dwelling, medical and sanitary matters, statistics. Commissariat city militia stations were submitted to District Councils. The executing agencies of the councils were represented by district boards. District councils were disbanded in August of 1918, and their functions passed to District Soviets.
