MARKOV Nikolay Evgenyevich (called Markov II in the State Duma, according to the seniority) (1866-1945) was a political and public figure, Collegiate Counsellor. He graduated from the Institute of Civil Engineers (1888). From 1905, he participated in the activity of the United Nobility. At the end of 1905, he founded the Party of National Order (Kursk) which later joined the Union of the Russian People (URP). From the end of 1908, he was a member of the Main Council of the Union of the Russian People. At the end of 1909, he managed to depose A.I. Dubrovin and became a de facto Head of the Union of the Russian People. The split of the Union of the Russian People during the congress held on 24 November - 1 December 1911 led to the formation of the “New” (or Markov's) Union of the Russian People, with Markov becoming the head of its Main Council in November 1912. He was elected deputy of the Third and the Fourth State Dumas from Kursk Province. Markov was one of the leaders of the rightist faction, and an ardent anti-Semite. He initiated publishing (from the middle of 1915, becoming an official editor) of Zemschina, an extremely rightist newspaper. In August 1915, he joined the Special Conference for discussing and integration of measures for state defence. Markov participated in the organization of monarchical conferences and congresses. After the February Revolution of 1917, he was arrested, and in May set free. He lived illegally in Petrograd and Moscow, and created an underground Great United Russia organization. In 1918-20, he was in the army of General N.N. Yudenich, from the beginning of July 1919, he published the newspaper White Cross in Yamburg (today Kingisepp). From 1920, he lived in emigration in Germany. In 1921-27, he was in charge of the Highest Monarchical Council, serving as adviser to Grand Prince Kirill Vladimirovich. He published Double Headed Eagle newspaper journal (1920-30, with some interruptions) and the Weekly journal of the Highest Monarchical Council. He actively collaborated with the Nazis. In St. Petersburg he lived at 30 Liteiny Avenue.
