MORDVINOV Nikolay Semenovich (1754-1845, St. Petersburg), statesman and military figure, economist, admiral (1797), honorary member of Petersburg Academy of Sciences (1826) and Russian Academy (1818). The son of S.I. Mordvinova, he graduated from the Marine Cadet Corps in 1768. Served with the Baltic and the Black Sea Fleets from 1785. From 1801, he lived in St. Petersburg, was vice-president of the Admiralty Collegium and member of the Standing Assembly. In 1802, he became minister of the Navy. From 1810, he was a member of the State Assembly, in 1810-12 and 1816-18 he was in charge of the Department of State Economy, in 1821-38 - the Department of Civil and Theological Affairs. In 1823-40, he was president of the Free Economic Society. He gave a detailed explanation of the necessity of industrial protectionism in Russia, advocating the development of Russian industry, railways, organisation of private noble banks, introduction of land and income taxes. He proposed numerous projects for economic and social reforms. In 1826, he was the only member of the Supreme Criminal Court who was against the death sentence for the Decembrists. He was an honorary member of many scientific societies. He was the author of over 20 works on economics and agriculture. He was buried at the Lazarevskoe Cemetery of Alexander Nevsky Lavra.
