MILYUTIN Nikolay Alexeevich (1818-1872), statesman, Privy Councillor (1860), Secretary of State (1864), brother of D. A. Milyutin. Upon graduating from the Noble Boarding School of Moscow University (1835), he served in the Ministry of Internal Affairs, working on municipal services, industry, and trade. Authored the City Regulations of 1846 for St Petersburg; in 1846-57, headed the committee for the introduction of St Petersburg's new public administration. From 1846, he was a regular guest of Grand Princess Elena Pavlovna's salon. He was Vice-Director (from 1849) and Director (from 1853) of the Economic Department of the Ministry of Internal Affairs; in 1859-61, he was Deputy Minister of Domestic Affairs; in 1859-60, he was a member of the drafting committees, and an active participant in the preparation and introduction of the Peasant Reforms of 1861. Two months after the Manifesto of 19 February 1861 where the abolition of serfdom was declared, he was relieved from the post of Deputy Minister and appointed Senator; he left the country after delivering a draft plan for administrative reform to Grand Prince Konstantin Nikolaevich. In 1861-63, in retirement, he travelled abroad. In the summer of 1863, he was summoned to St Petersburg by Emperor Alexander II. Milyutin headed the preparation and execution of economic and socio-political reforms in the Kingdom of Poland. From 1865, he was a member of the State Assembly; from April 1866, he was Chief Officer of His Imperial Majesty's Chancellery for Polish Affairs. From November 1866, in retirement due to ill-health, he lived in Moscow. From the 1850s, he took part in the work of the Russian Geographic Society, writing a number of statistical articles. In St Petersburg, he lived at 72 Liteiny Avenue.
