ANREP Vasily Konstantinovich (1852-1927), statesman and public figure, physician, professor of forensic medicine, Privy Councillor. After graduating from the Medical Surgical Academy in 1876, he took part in the Russo-Turkish War of 1877-78, then studied in Germany (1878-81). The first person to suggest using cocaine as a local anaesthetic; in 1879, he developed through experiments a base for required and application doses. He was a professor of forensic medicine, first at Kharkov University (1884-87), and then at the Jurisprudence College in St. Petersburg (1887-99). Meanwhile, in 1887-89, he was professor of physiology at the Clinical Institute of Grand Princess Elena Pavlovna. He was one of the founders of the Institute of Experimental Medicine (1889), and the founder and the first director of the Women’s Medical Institute in St. Petersburg (1897-99). He was overseer of educational institutions in the Kharkov and St. Petersburg districts (1899-1902), was Director of the Department of Medicine at the Ministry of Internal Affairs (1902-04), and the Chief Medical Inspector of Russia (1904-07). Anrep was a deputy in the Third State Duma (1907-12). In 1915-17 he became consulting physician for the supreme commander of medical and evacuation units of front-line forces. In 1896-1921, he lived at 3 Ligovsky Avenue. Anrep emigrated in 1921, and died in Paris. He left over 50 academic and research papers on physiology, pharmacology and forensic medicine.
