FROBEL COURSES of Primary Education Assistance (3 Kazanskaya Street) were higher preparatory courses for governesses of pre-school aged children according to the system of German pedagogue F. Frobel (1782-1852). The first Frobel Courses (annual) were opened by the Petersburg Frobel Society (founded in 1871) in 1872. These courses were designed for women who finished public schools and had the title of home governesses and teachers. The education was paid. In 1878, the apprenticeship was increased to two years (the 1st year consisting of practical schooling and the 2nd of theoretical schooling). Since 1907, the course of study became three years in length and prepared teachers for primary schools and junior classes of secondary schools. In 1908-09, it also included preparation for teachers of kindergartens and four-year primary schools (13 Grechesky Avenue). In 1918, the Frobel Courses were reorganised into Petrograd Pedagogical Institute of Pre-school Education.
