Public Assistance Board

PUBLIC ASSISTANCE BOARD, administrative body, established in 1775 for the provision of medical, educational and charitable assistance to the population. Public Assistance Board supported public schools (until 1782), orphanages, workhouses and humbling houses, hospitals, almshouses etc. Public Assistance Board was headed by a collegium (governor, mayor, provincial marshal of nobility, elective representatives of nobility, merchants, state peasants). The total income was obtained from state treasury allowances, private donations etc. In the early 19th century the board was permitted to accept deposits and issue loans at interest. In accordance with the Territorial reform of 1864, Public assistance board was abolished, and its functions passed to the territorial and provincial establishments.
