SHUVALOV Peter Andreevich (1827-1889, St. Petersburg), Count, statesman, Cavalry General (1872). He was brought up in the School of Pages in St. Petersburg. Entered military service in 1845, participated in the Crimean war of 1853-56. In 1857-60, Shuvalov was St. Petersburg Chief Policeman, reorganizing city police. In 1864-66, he served as Governor General of Livland, Estland and Courland, in 1866-74, he was Chief of Gendarmes and Head of the Third Department of His Imperial Majesty’s office, influencing the state policy. From 1866, he was a member of the State Council. In 1874-78 he was an ambassador in London. He was buried in his estate of Vartemyaki on the outskirts of St. Petersburg.
