Municipal Districts

MUNICIPAL DISTRICTS, administrative units in the structure of city districts of St. Petersburg (see Administrative division), were formed in 1997, they are governed by elected municipal councils. Borders of municipal districts follow historically formed territories and can be changed only according to the vote of the population. Many municipal districts retained the name of historical districts, territories, tracts, and also former settlements incorporated in St. Petersburg, a number of municipal districts have numbers. In suburban areas municipal districts correspond to the territory of former village and town councils. All the people living within the borders of the municipal district are considered its residents. Municipal districts can differ considerably in population numbers: for example, 139,600 people live in the district of Kolpino, and only 1,200 in the district of Petro-Slavyanka (2001).
